Help Needed on a PC Build

Good evening.
My 16 year old son and I are working together to build a PC for him. He has a 4.3 gpa, holds down a job at a local eatery, and is an all around good person. He’s been wanting this for awhile and finally earned enough money to make it happen.
We did the build yesterday, after the final part arrived. The problem we are having is, it won’t power on. There are lights inside the case that light up when the power toggle is turned to the on position. So we’re getting power, but when the power button on top of the case is pressed, nothing happens. We have tried several troubleshooting steps we found online, but none fixed the issue.
Here are the components of the build he chose:
AMD Ryzen 5 3600
GTX Geforce 1660 Super MSI
G.Skill Ripjaw 16GB Ram
Seagate 2 TB HDD
Crucial 250GB SSD
NZXT H500 Case
Seasonic S12III 650W
Asrock B450 Steel Legend
Any help would be greatly appreciated. I would pay for help at this point.

I would double check the connections to the motherboard. I would bet anything there is a power plug connected to a fan or something like that

It won’t boot up so we can’t see codes

There’s only one plug connected to the motherboard and it’s really big. It is definitely connected to the power supply.

I would go through and follow this video step by step. There may be an off chance motherboard is bad

Most likely you do not have the power switch connector connected properly to the corresponding 2 pin connector on the motherboard. This is easily the most tedious part of the build because they are very small (hard to see) positive and negative pins and they must be connected to the corresponding positive and negative connectors from the power switch of the computer case to the motherboard.
Check your motherboard diagram again closely and make sure you have the connections correct for the Power SW, Power LED, etc.

There likely should be two plugs from the power supply to the MoBo. Recheck your mobo manual.

There are two plugs. I misspoke. They are both securely plugged in. We checked many times.

Did you make sure that your motherboard is compatible with the ryzen 3000 series CPU?
You may have to flash the latest bios to be compatible with your ryzen

You say there are 2 power connectors to the MB, but not sure if you are referring to just the main 24-pin power, it is often a 2-part connector. Make sure the CPU power connector is plugged in as well. It will be an 8-pin connector in the upper left corner of the MB.

This is what I was thinking as well.
Also as mentioned make sure the toggle switch from the case is plugged correctly to the mother board. It can be tricky sometimes.

Take a good picture of the inside. Maybe we can see something from that.

First thing I thought of as well. It's also easy to get them plugged into the wrong spot, or flipped around as GurleyGirl mentioned.
I'd check on those.

It's also possible there is a switch on your power supply, possibly a slider switch that should be set to 110VAC. More than likely though is your front panel connectors are not connected correctly to your motherboard pins as they have stated.

AMD is a really specific Processor that requires very specific mobo's and chip-sets of RAM.
I had an issue that caused me to get new ram and had to make sure the chip-set was a match to the ryz 7 3700x. Ram will say it'll run at 3200, but will only run at 2999 due to different chip-sets.
You cant just check sku's nowadays.
Go on your mobos website, check to make sure all numbers line up and can run.
