Land flooding ( police jury no help)

So we bought land last year in Avoyelles parish, and with all of the rain today and it all being new construction down this subdivsion the ditches are not draining, they are silted in. So far there is roughly 3 inches of water over the road, for the first 200 yards. My land is towards the end of the road. I only have a house pad and my pad is roughly 75 yards off the highway and the water is almost to it. And the water in my ditches are all backing up and flooding me, Also this is not a flood zone either. So I took a video and called the police jury and the lady said well go look but probably won't be able to do nothing, I ask why not she said "cause we ant gots no money" so after that, I decided to seek help here.
So if they do not go an dig the ditches out, what are my options? I do not pay HOA fees so no HOA, I did have to go to the court house because there are some rules to how big you build an a few things like that.

I don’t know. But I wouldn’t spend another penny on the property until they do something with the drainage

go bitch at the police jury/parish council until they address drainage. I got the same pushback in WBR the first time I called. Had to go to three or four council meetings until they decided I wasn't going away. They cleaned out the ditches within 6 weeks.

Go take a video of any ditches that are silted in that are in front of new construction and if it has any silt control (hay bails/fabric silt barriers/ect) or not. If not, I'd start at the contractor and his insurance company.

Someone can correct me if I am wrong, but I think the developer is responsible for anything happening until the subdivision is finished.

We used to have a camp in Catahoula Parish. When one of the guys registered to vote at that address it made a big difference in responsiveness from the parish.

The developer who is developing/building that subdivision.
Example... In my neighborhood someone called about a street light and possibly having the speed limit lowered.
They were told that is all on the developer until the neighborhood is done and the developer "donates" the streets to the municipality.

That is line # 1 for every state and local entity that we fund to do the things that they agree to do for us when we fund them.

Use your slab to park your vehicles on when it is raining. Pick another place on your property and haul dirt in and make a big hill. Put your house slab on top of the hill.
Go to the Police Jury and weld their doors closed. They weren't going to use them anyway.
