Ray can comprehend but he can’t coherently express in a verbal manner. It’s similar to expressive aphasia that some people get if they experienced a stroke which impacts wernick’s/Broca’s area of the brain

I'm familiar with Broca's aphasia, it usually results from injury in the left hemisphere, more specifically the frontal gyrus, from either a stroke or trauma. Id bet the farm it was from cranial impact as an infant, he isn't the way he is because of a small Gene pool.

I wish he would have spent less time with Ray and more on how Tim graduated high school.

I was thinking the same thing... that episode of the X-Files is the only episode in the entire series that aired once and was never rebroadcast.
