That is in process. In case you are not being intentionally obtuse and not following the events, you can't declare a domestic entity a terrorist organization. In order to get that fully done, you have to outline an international aspect/control structure. That isn't something that just is done by demanding it. The evidence has to be collected, presented and accepted to meet all the criteria.

With all these protests going global, it won't be long before all the intelligence needed to "prove" that should be collected and then move to the next step of the process.
