Well, somebody put a noose there. But, it almost certainly was either a minority or one of their newfound Antifa allies as a "false flag" operation, which almost all of these "headline" stories end up being, with quiet as a church mouse follow up story about it being the alleged victim or someone "unexpected" doing the act.

Of course, there are occasional, isolated incidents of relatively harmless knuckleheads doing things like this for a goof or attention. But as far as this being a legitimate expression of "white supremacy" by an individual or group with greater than mere mischief as intention while not actually 0% is statistically 0%.

Hell, it would barely have been much over 0% 25, 30 years ago.
