Yes. When officer lane asked him to exit His vehicle he resisted and moved his hands away from steering wheel where officers could not see them. He resisted again by falling down and telling officers that he would not get inside the police vehicle.

Not only that, his friends had been turned away with the same bill before him. And he refused to give the cigarettes back to the clerk.
