I still have all of mine lent at 14.25%, up from 13.50% last week. Through Fidelity

Not sure the exact formula but it's just a function of supply and demand. If more people are asking for shares to short they will increase the interest; I think it is more to make it more expensive to borrow so that demand goes down. Increasing supply by 'paying more' is more difficult because of exposure.
Just an educated guess, though, I'm sure it's much more calculated than I am making it out to be.
