Guns are a long term investment. What you buy you may give to your children or grandchildren years from now. A little more money spent will pay dividends in my opinion.
Weatherby Vanguard is the same gun as a Howa. Best values are in used guns if in good shape. I never buy new anymore. I have a Tikka T-3X and a Sako 75 both in .308. The Tikka has a wood stock (as god intended rifle sale to have) and the Sako has a synthetic that's I hate about half as much as most synthetic stocks I've handled. It's the predecessor to the rubberized ones that have given Browning fits lately.
Spend as much or more on your scope as you do in your rifle. I have bought several Zeiss Conquests for less than the equivalent Leupolds. .
