The logic behind who can open for business and who can't?

Under Phase 1 a brewery that also serves food can open but a distribution model type brewery that doesn't serve food can't open, for example Great Raft in Shreveport or Cane River Brewing in Natchitoches. What is the thought process behind this? Just doesn't make any sense.

Not that easy unfortunately. They're classified differently and legally can't serve food.

I went out to the local watering hole last night to down a few G&Ts and a couple of Yuenglings. The bar and kitchen staff were wearing masks, and there was hand sanitizer on the bar. They also had tape marking 6 foot increments.
You know what no one did? Give a frick about the 6 foot rule. The bartenders would pull down their masks if they weren't audible. It wasn't exactly a return to normal, but it was a hell of a lot better than what it has been the past 9 weeks.

I thought this was odd part of the White House guidelines too. It would make some sense to discourage a night club environment (SK just had one of these pop), but there are other ways of doing it rather than keeping any place classified as a ‘bar’ shut down in Phase 1.
