No it doesn’t. A citizen’s arrest does not automatically confer the right to use deadly force. That is a separate question altogether.
You can’t bring a shotgun to a fist fight and then claim self defense because the other guy grabbed it.

Well considering the DA has access to ALL of the evidence including witnesses and video. I would think his opinion would carry more weight than lets say some guy on tigerdroppings making random comments. MAYBE this guy really was up to no good , lets pretend he was green, not white , not black , not any specific race. Lets base opinions off of actual evidence instead of making conclusions like lebron james did instantly claiming all blacks are being hunted.
