All kinds of reports out there that indicate he only sent the e-mail to Navy brass. Now, some of that brass might have been outside HIS chain of command, but, only to Navy brass.

Why would he send it to anyone other than his immediate superior? This is called commander to commander dialogue. He didn’t like what he heard so he subverted the chain of command. When you are entrusted with a nuclear powered aircraft carrier lapses in judgment can not be tolerated neither can blatant disregard for the chain of command. I would charge him with conduct prejudicial to good Order and discipline and conduct unbecoming if it was me.

^ is exactly why one would do this. Plausible deniability. Ok, fine. Fire everyone that was CC'ed too, if no one fesses up to being the leaker.
