Section 8 housing, relocating families from the projects (sounded like a good idea), but it was so far away from the Nola central business district that those wanting to work had a hard time getting there etc.

Without really answering the question, you sort of answered the question.

One of the biggest reasons is public transportation from CBD out to the East.

This is one reason why Northshore resident fight tooth and nail against any sort of public rail system from Mandeville to the CBD.
