Could it be Huntsville? The economy is primarily driven by government spending and hospital work. These seem like two industries that could be somewhat protected from the current economic threats.

Knoxville will be the next Austin/Nashville/Charlotte/Raleigh/etc. Education, cost of living, climate.

Sure as hell won't be anywhere in Louisiana or Mississippi

How is the commercial airline access there? Great area and could be the right answer if access isn't an issue. Greenville is a solid answer as well.
