Then the states individually will have to decide if they want to keep their restrictions in place or follow the new guidance. The President hasn't ordered any of this, and cannot order the states to open up either.

Mass has "advisory" that is mostly the same as other orders. The order does shut down non-essential businesses LINK. Republican governor

If you take a drive around my neighborhood it seems as if the majority of the people are training for a marathon or the Tour de France...Never seen so many people exercising in my life.
