Hmmm my son is supposed to go back to Ft. Campbell tomorrow he is home on leave. Did his leave just get extended?

No it's just jargon that orders the postponement of all travel for temporary training or duty, all military moves from one post to another and that sort of travel.
As you know, the military folks spend three years or less at a military assignment before they are ordered to move to another place. This sucks for people who were ordered to move to their new duty station in Germany next week. These folks are stuck where they are now.
Imagine being at Fort Polk and looking forward to flying to Germany for your new duty station next week. The movers have already packed up everything in your house and now -- THIS! You're stuck at Fort Polk in an empty house for who knows how long !!
I've said it a million times: the poor enlisted folks don't get paid enough.

I’m a DoD contractor in Huntsville with a CAC and servicing a facility on Redstone Arsenal.
I obviously won’t find out until Monday but what are the implications on off base private employees?

Yes it is a long order! I hope people keep posting WRT what it means for specific kinds of travel. Prohibition of leave outside of your immediate duty area is unheard of to me. That's significant and very rare.

This should not apply to your personal travel. However, I would expect a separate directive from individual bases imposing some kind of contractor restrictions.
