I've been squawking for the last 15 years that the way to "get" gangs is thru RICO laws, when people and even LEOs complain about not being able to charge a specific gang member for a specific crime.
Why isn't this obvious?

Because RICO laws are federal. If the Feds don’t take the case or it doesn’t rise to the level that they get involved then the gangs are only subject to state and local laws

Georgia has a RICO statute that mirrors the federal one. It doesn’t get utilized as much as the feds do because state prosecutors are loaded down with all the stuff they HAVE to prosecute; feds have the luxury of being able to pick and choose their prosecutions for the most part.
