They're not lying, but instead of fear-mongering, why not report the cuts were made at a time when there was no threat. Also, now that there is a threat, the funding can quickly be restored and people reassigned.

It's a non-story.

You're average person is going to read the headline and think, "The Coronavirus is Trump's fault!" It's misleading.

These agencies haven’t failed us, certainly not due to lack of funding. So yes... they are lying.
