Yes that is the general topic.
Fed, State and local governments do this all the time for the "general welfare" of the whole.
Seems to be the point of debate that is is riding the edge of legality worth it in this case.

When an illegal commits some kind of horrible crime on one of their buses, they will be far more civically liable now that they’ve decided to essentially make sanctuary busses.
Same goes with sanctuary cities, the Federal Government needs to allow civil litigation against these cities for allowing lawlessness in their jurisdictions.
Problem solved very quickly.
