Why did Schiff refer to the Whistleblower as "they" ???

at least twice he referred to 'the whistleblower' as "they" or "them"
Is this a subconscious slip that reveals the whistleblower does not really exist as ab individual? That 'they" consist of a gaggle of conspirators who concocted a story - Ciaramella may have just been the one to add a name to the bottom of the 'report.'
