They do that when they know they have liability.

I truly believe Kallais doesn't think he has liability. He probably believes 100 percent of the liability will fall on the GC and perhaps the engineer/architect and subs.

Even if some liability does fall on the developer LLC, he probably thinks it will be limited to those assets, which is the dirt, and perhaps some cash.

He's not hiding his other assets outside this LLC because he doesn't believe them to be at risk.

The person who should consider hiding assets and maybe flying to Panama, is the owner of Citadel. Because if there is found to be fraud on his company the court might certainly go after HIM individually.

Which is probably the crux of why the city can't really step in.

Ignoring property right laws and other shite, someone is actively taking responsibility for cleaning up their property. Although not at the pace we would like.

The problem as I understand it from non city hall people is that in order to get to the body they have to remove just about all the rubble. He is in the middle of the pancaked concrete and steel.

It looks bad for Cantrell, but there isn't much she or anyone else can do. Should you risk the lives of other people just to get at one dead body? Want to blame people blame the contractors who cut corners and were adding weight before some of concrete had a chance to cure.

From what I understand the structure is ridiculously unstable that imploding it could make for a bigger disaster...bad as in say good bye to the Saenger bad as well as half of the remaining city block on Canal bad.

He likely has none

It does sound like some of the (potential VE) changes made once the project got off the ground might be the crux of this. Even if he requested the changes for cost savings, the engineer of record still had to sign off on the changes and that's likely where this is headed. The GC/engineer/steel supplier/concrete sub (hell every other sub likely) will all be parties to the litigation but at least at this point it seems like its headed for the lap of the structural engineer. That is unless its uncovered that Citadel or one of their subs deviated from the design.....

Like I said earlier the engineer will be carrying FAR less insurance than the GC/subs so this could be a worst case scenario for all involved if it is thrown in his lap.
