Withholding aid from Ukraine isn't a crime. Especially in the face of corruption as per the bill Clinton signed in 97.
Even if it were, according to the Impoundment Act there were mechanisms included in that to settle disputes. Impeachment isn't among them.

The aid was released before the deadline, therefore it wasn’t withheld.
