Have you not see some of these parents? Education is pretty low on their list of priorities. Also, ability to make a financial decision regarding if/when to to have children seems out of their realm of capabilities.
If K-12 wasn’t required by law, a certain segment of our population probably wouldn’t even bother.
Well, maybe only because it gets them out of the house for a bit.

Agreed. Also, remove the education requirement placed on parents. Don’t want to send your kid to school? Don’t.
