arrested and LET GO??? With a notice to appear in court. NO known address, carrying $22,000 cash....seriously?

Normally that the person was released from jail, be it via release on own recognizance or commercial bond (bailed out).

That's a good thought. Or round the clock surveillance. I bet that quite likely, actually. If the person was in fact released from jail, that is.

Another article says he is detained in jail. I sure hope so!

It is possible to receive a notice to appear while still incarcerated, but not common. If you stay in jail without being able to get out they would typically just tell you when they'll be bringing you to court, usually a quick court date at that.
But notice to appear (telling you when and where) most often comes at the time of release.
Maybe the plan is to surveil him to hopefully learn more.

I doubt anyone with a machete would get anywhere near anyone to be an actual risk. Sounds like they harassed somebody’s yard man.
