Spitballing here but maybe somewhere around the Highway 74 exit on I-10, through dutchtown to st. gabriel, then crossing the river and connecting to hwy 1 around bayou goula between Plaquemine and White Castle?

Why do you say that? Wouldn't you want all non BR traffic to completely avoid going through the city?

I'm assuming it would continue through to connect to I-10

Serious question - why has Manchac Point, the land east of Dow Chemical plant, never been developed? Is it just too damn swampy?
