There never was a real “war on drugs”. It was just some feel good bullshite words Nixon said back in the day. A real war is when you go scorched earth and willing to accept collateral civilian damage neither of which politicians or most Americans have the resolve or stomach for these days. No... they need to declare them as terrorist organizations.
The reason the Mexican government doesn’t want that to happen is because once the designation is given, all of their money will be watched and locked up. The money is tied directly to their government. The Mexican government acts like the cartels are a problem they want to get rid of, whilst simultaneously taking money from them in droves.

I would prefer to just drone the shite out of every building the cartel uses. They are only as successful as they are because they operate in the open (with bribes to the Mexican government\police).
If they were having to hide and constantly keep moving it would be much harder.
