No, fricktard, they are not.

Being "out" is unable to practice.
Being "elsewhere" is practicing and/or training but not with the team, at that time, at the same place.
Being "not at practice" means he is able to (thus "out"), is not practicing at all, anywhere. I.e., voluntary.

It's stupid counts like you that turn someone off taking a test or other responsibilities into sky is falling apocalypse is upon us hair on fire panic stricken rumors.
