Who changed the Whistleblower rule ?

Haven’t heard
but trump should be able to find out fast and release the info, why hasn’t this happened. Whoever did it should be fired and policy back to first hand knowledge of compliant

Form was changed in 2018 too.

OK - I'll accept the information that the 'rule' was changed in '18 and not just days before the recent allegation.
First question - have there been 'whitleblower allegations of urgent concern" prior to this which did not contain any "direct knowledge.?"
I can accept that confusing verbiage exists in routine forms - the question really is = what was the common understanding of the concept of "URGENT"?
What in fact is URGENT about the stuff the 'wb' heard from others - where those "others" were in higher positions than the 'wb' - had direct contact with the 'outrage' in real time - and ALL refused to raise any objection at the time or to come forward with their OWN 'urgent' whistleblower allegations.
When something is URGENT is it common sense to just mumble some stuff to a third party hoping that HE will 'do something to stop this URGENT matter?""
I call bulsshit on the entire concept of URGENCY - as well as the FACTUAL BASIS of this matter.
Now - back to the 'official' explanation of the 'rule change' - The common sense analysis of this whole thing demands that we consider the fact of "Obama holdovers working behind the scenes to make it easier to cripple and demean any action Trump tries to engage in - on the basis of alleged national security urgency."
We know that is the driving force behind all Obama deep state operative seeded thru out the government.
- relaxing the rules on sharing of sensitive data so that hundreds - not dozens - of IC personnel can LEAK sensitive info to the compliant media
- massively expanding the UNMASKING of 'US PERSONS" captured in routine surveillance of all foreign electronic communication - with an eye towards manufacturing some excuse to SPY on them
- incessant LEAKs between the deep state and the compliant media to keep some sort of "TREASON" before the public in a constant attempt to hobble the new administration and squelch any other matter from gaining traction in the public opinion.
etc etc etc.
The conspiracy to take down a duly elected president is long lasting - pernicious - and constant with lap-dog alliegaence with the media propaganda establishment.
