I think Jazz would have stuck around as well as TreyQ.
I'd love to see TreyQ in this system.

Terrence Toliver - always thought the guy was extremely talented but was always held back by our pre-historic offensive attack

ETA: Josh Reed would probably be the best though - imagine his YAC and broken tackles when Burrow finds him wide open in the middle of the field.

Terrance Tolliver and Rueben Randle. Both 5* star guys who showed flashes but never put up 5* numbers.

I think the question should be narrowed down to guys during the Miles years. The others had good passing games to be apart of. The obvious answer is Odell and Jarvis. But looking beyond that I would love to have seen what Russell Shepard could have done in a wide open offense.
