What tools do you have?
i.e. kitchenaid roller cutter, hand roller, etc.

Sounds like you need to just go to the store and buy some spaghetti noodles and boil them.

Dried pasta is pretty solid.
The key is using whole canned tomatoes to make the sauce.
Using fresh sauce makes a significant difference.

make a cacio e pepe with store bought pasta, and you'll be done in less than 15 minutes.

I discovered cacio e pepe a year or so ago.
So easy, so good.

Whore House Spaghetti a/k/a
Spaghetti alla Puttanesca
This may be the best style of spaghetti ever. Created in the whore houses of Italy, it’s sure to be a family favorite.
Ingredients
1/4 cup extra-virgin olive oil
4 large garlic cloves, finely chopped
1 28.2-ounce can peeled tomatoes in puree with basil
1/2 cup Kalamata olives, halved, pitted
3-6 anchovy fillets, chopped
2 tablespoons drained capers
1 teaspoon dried oregano
1 T fresh minced basil
1/2 to 1 teaspoon dried crushed red pepper
3/4 pound spaghetti
Reserve 1/4 cup of pasta water
2 tablespoons chopped fresh Italian parsley
Grated Parmesan or Romano cheese (use good stuff)
PREPARATION
Heat oil in large pot over medium heat. Add garlic and sauté until fragrant, about 1 minute. Add tomatoes with puree, olives, anchovies, capers, oregano, and crushed red pepper. Simmer sauce over medium-low heat until thickened, breaking up tomatoes with spoon, about 6 to 8 minutes. Season with salt and pepper.
Meanwhile, cook pasta in large pot of boiling salted water until tender but still firm to bite. Drain pasta; return to same pot. Add sauce , basil and parsley.Add 1/4 cup of reserved pasta water. Toss over low heat until sauce coats pasta, about 3 minutes. Serve with cheese.

Are you asking for an easy scratch made pasta recipe and method?
Or a pasta dish with sauce?

Assuming you mean pasta sauce/topping, and not actual pasta noodles made from scratch, I'm gonna defend jarred red sauces as being not too bad, if you buy good ones.
--cheap and tasty: Newman's Own brand marinara
--more expensive but tasty: Rao's silician style or Sal & Judy's
Bottled red sauce with some turkey meatballs, or browned ground turkey, is pretty tasty in my book. Top it with some freshly grated Romano or Parmesan....again, even my rural WalMart carries those cheeses.
IIRC, you're trying to eat healthy. Look for the Barilla Protein Plus pasta in the yellow box. It's a multigrain pasta w/added protein that tastes like "regular" white flour pasta. Use the Protein Plus pasta, toss a few handsful of fresh chopped baby spinach into the red sauce, and you've got a vegetarian meal that's fairly balanced w/plenty of protein.

Your question is ambiguous but...
My go-to quick pasta is
some sauteed onion, bell pepper, sliced sausage (down home or whatever you like) tossed with penne and your favorite jarred pesto, and as much fresh grated parmigiano reggiano as you like

The Trader Joe's jarred sauce is good too. I prefer to make my own, but for a quick weeknight meal, you can do worse. I usually add sauteed mushrooms, onions, peppers and garlic along with some meat, then hit it up to taste with Italian herb mix, red pepper flakes and Worcestershire sauce.
