Perry Jones III comes to mind, as he was a potential top 5 pick in a weak draft but returned to Baylor for a season. The next year, OKC got him to the middle or end of the first IIRC.

It really depends though. If scouts see you don't improve much from year to year, then they question ceiling, work ethic, self awareness, etc. Perry Jones question going into his sophomore year was his assertiveness and focus, and he never improved did anything to dispell the belief in season two. Then he had a major medical red flag come up with his knees which pushed him down the boards even further.

If you return to college, you better show signs of improving your weakness and rounding out your game.
