Maybe the constitution foolishly assumed we would actually enforce immigration law and national sovereignty and wouldn’t have to account for politicians absconding their duties and allowing tens of millions of fricking foreign nationals into our country.
HINT:
Anyone who wanted to move here could move here at will. “free White persons” could apply for and be granted citizenship by showing any court that they had “good character.”. There was no such notion as that of “illegal alien.”. See the immigration Act of 1790. (before 1790, there was ZERO “immigration law.”)

It really doesn’t matter. We don’t write laws assuming others will be ignored or changed in the future.
I’m not sure where you are going with that train of thought. You’ve stated that you don’t support resource appropriation based on non citizen census counts, so we agree there. Yet, in true Hank fashion, you seem to be arguing the opposite.
