This is irresponsible because it encourages illegal immigration
This isn't a model that works. Not even Canada does this. In fact most of the EU only allows for urgent life saving care but otherwise requires migrants to purchase private insurance. My prediction is that this law is vastly underestimating the cost and California will reverse the law when the true cost becomes politically unpopular or a recession hit requiring the raising of taxes to continue paying for it.

EU countries only pay for emergency care (urgent care means something totally different in the industry) and they do pay to transport a patient back to their home country (if it is an EU country) so they can access their country's healthcare system.
