I don't think they're camps. I believe people live there full time.

The residents and the parish have been fighting over these houses since at least the mid-90s. I think a settlement was reached where the owners could stay until they died, but that was 25+ years ago. It would suck balls to have to schlep everything over the levee. It would really suck to be 80 years old and have to do it.

They park in a driveway in their front yard when the river is not at flood. An attorney from New Orleans had a claim to it. The one that got disbarred after Katrina for allegedly being nuts.
