When was this and what do you mean by the midwest? In the Cretaceous and Paleocene 56 to 100plus million years ago the sea did cover much of the interior up to the high grounds in Colorado and Wyoming etc. That is a combination of higher sea level certainly but the land was also at a lower elevation. The plains in front of the Rocky Mountains have risen from sea level to 4000 plus feet in that time.
