It's because Trump isn't staying at one of those goverment owned resorts where the SS would stay for free.
The fact that he stays at his own resorts most likely saves the taxpayers money. They have to stay somewhere. It's not like Obama was staying at a Days Inn.

1. How much would have been spent had he gone and stayed somewhere else?
2. How much of that amount are you claiming went to Trumps hotel, etc?
