Is it just me, but what does changing the fuel economy standards have to do with traffic fatalities?

People driving less and being able to afford newer safer cars.

New standards would raise the cost of vehicles and people would opt to stay in older, less safe vehicles.

Also for new cars, bigger cars (that burn more fuel) are inherently safer. There are exceptions but as long as F=MxA that will generally hold true.
