So, is Wheel of Time more like Game of Thrones or The Lord of the Ring?

LotR
It is a bit of its own thing though. Has tons of characters and stories within stories like GoT but is very magic forward. The political systems are in many cases defined by their dealings with magic.
The first one was written with obvious parallels to LotR and the series really comes into its own in the 2nd book. A lot of similarities to GoT as you get further in the series, something called the "Game of Houses" is featured heavily in the middle of the series and is similar to the political plotting and all that in Game of Thrones.

Definitely more like LOTR but it sort of started the pop fantasy shift into more uncharted territory.
The first book is an admitted ripoff in some ways of Fellowship of the Ring. The author has admitted frequently that he couldn't get it published without it seeming "familiar", at least in terms of narrative.
It definitely branches out greatly to become its own thing, with an absolutely huge, sprawling world that covers like 14 books.
It definitely has some really dark moments, but it never becomes as overtly violent (outside of a few scenes) or sexual as GOT.
For reference, George RR Martin needed blurbs from Robert Jordan in the first 3 GOT books in order to help them sell.
