There are high taxes on alcohol and tobacco with little criminal element that I see. Although I've always heard that cigarettes are the most often hijacked motorfreight. But I think that's mostly a NY/NJ thing, at least I don't remember ever hearing about truck hijackings in the South.

California taxed it so much that sales in stores went down in the year after recreational purchases were legalized.
