I wouldn't call it a parody. In fact, there's lots of movies in this thread I wouldn't call parodies but that is expected.

A parody doesn't have to satirize a specific work. It can be a take on a genre.

Satire and parody is a pretty close line. Black Dynamite is definitely a satire/parody of the blaxsploitation genre.
