The government can't cut them off, because they are not on. This study is complete horseshite. It includes as "welfare" items such as "going to school" and "taking a tax credit on an income tax form." It also doesn't use actual numbers, but instead describes categories and concludes, "We estimate that the numbers are X." There is no actual method. It isn't a "study" or an "analysis" of anything.

This is what confirmation bias propaganda is, right here. This is intended to inflame right wing people who already "want to believe."
