Ive not run across one that didn't cover for something like that.
And OP, if you haven't installed your water heater recently, I would look into it.
I used to live in a multi family building (only 4 units) and one water heater failed after about 10 years, I told everyone in the building to get theirs changed as they were all installed at the same time.
Just something else to consider

Changing the WH is a good idea.
The policies we write specifically exclude water losses that originate off premises. Like I said, some may exclude it, some may cover it.
