I personally would out in a claim with my carrier, let them deal with with your repairs etc then go after the neighbors insurance carrier for recovery.
It will be much easier to do that than attempting to deal with their carrier.

Some policies for condos and apartments exclude losses if the source of the water is off premises, aka come from someone else’s unit.
