Blockchain has a very niche use case. Any blockchain that is not completely decentralized is basically a database. There is no way to completely decentralize a nation's voting. It will always roll up to some centralized authority, as it should.

Blockchain is a buzzword that gets VC funding. 99% of these ideas are terrible.

I’ll admit I’m not an expert on this, but you sound like you don’t even understand the basics of this technology.

isn’t that exactly the problem right now? Broward country seems pretty detached from reality and functioning by their own rules.

People got scammed out of over half trillion from last December at the highs into the summer,
Over 600 Billion gone - Poof.
ICOs became the funding mechanism for people that could not get a $20,000 loan to open a sub shop on the corner. Throw out some buzz words and a stupid concept and millions flow in.
