Parliamentary or semi-presidential systems. Multiple parties, so the winner doesn't represent a team that has half the country emotionally invested.

Macron has pushed through some pretty unpopular reforms to make the French more competitive.

France suffers two major afflictions, the Euro which made basic consumer goods more expensive, and the reforms that the communists pushed through after WW2.
The resistance, which was all talk, and no action, was almost entirely Communist and De Gaul was compelled to bring them into his government after the war. They proceeded to try and ruin France as much as they could with socialist reforms.
