That's maybe the worst analogy I have ever heard in my life.

Ice boxes used to be cooled with ice. There's a clear etymology here.

But they use to be, hence the name Icebox. And it's stuck over the years.

But why do people call a water heater a hot water heater? If it's already hot, it doesn't need to be heated.
