I can tell you first hand that Barksdale AFB is beginning to get a very negative reputation in the Air Force
Quite the opposite. It had a negative reputation due to mission, poor facilities etc. However, mission changed to Global strike command and shite ton of money was put into the Base. It is really nice these days.

I'm not sure this accurate. The quarters west of the base are ghetto, and there's one ghetto apartment complex to the north. I have driven and walked through those multiple times with no problems. The rest of the area surrounding the base is either middle class neighborhoods, commercial property, or open land.
I haven't actually looked at the crime statistics. Just going by personal experience. If crime was that big of an issue in that area, I would have heard about it from my family as they have lived there for 50 years.
Overall, the Bossier police do a good job of keeping the Shreveport riff-raff out.
