Go with a Taurus 357 mag 5 or 6 shot. Still best overall defense round. Check out Budsgunshop.com.

This will not meet your price criteria, but if I was only allowed one revolver it would be a S&W .357 with a 3" barrel. All steel, blued and I'd keep it loaded with .38 special +P. That will cost around $700-800.
