This law applies to women too. And the law doesn't require a verbal "yes", you can affirmatively consent in other ways.

I would encourage you to look at the rising number of women being accused of rape in colleges around the US and ask if thats the answer to the "rape epidemic".

How is this any different than the current state of hooking up?
You can pretty obviously tell when a woman is into sleeping with you. Once she's says "no", you stop. Why does this have to be legislated?
