Hillary violated the law. If you are going to exonerate someone for so clearly violating the letter of the law, you can't simply say "not guilty" and walk away. There would be expected blowback and outrage. A lot of that would be directed at Hillary.

They had to disarm the "matter". They couldn't just leave legal statutes as the only context to form public opinion.....that would not work out well for Hillary.

They had to throw mud in the water, cloud the issue with strong affirmative statements and then follow it up by misapplying standards of the law knowing that media sycophants would carry the water.

If you muddy the water enough, those that would argue against it have to do so point by point with the media echo chamber working against you. The public quickly loses interest in the details and simply accept it as something that they've become accustomed to in Washington. Politics and process as usual. It becomes a wash. No visceral outrage, time to move on and accept it.

The only reason they reopened the investigation is because the NYPD called the FBI asking why they hadn't filed their warrants on the laptop, why they were sitting on it. Several whistleblowers had also approached members of congress telling them that tens of thousand of new Hillary emails had been found on a laptop and the FBI was sitting on it. The FBI had every intention of keeping it a secret until after the election......they waited several months until their hand was forced.
