This is the only problem I see. Anytime you set some type of rule, it should be defined, otherwise there will be conflict. There will always be "but what about....."

On a related note, I visit schools in other states for my job and almost all of the high schools I visit are free dress and pretty much have zero dress code. The kids are smart and well-behaved and the dress code is no problem at all. I even asked about it one time when many of the girls were in shirts that showed some midriff, and the employee laughed and said "You should see Halloween.." but went on to say they mostly have no problems.
